Project: A Pull-Based Task Distribution System for HEP Analysis - Hardening hq for Coffea-casa

Hardening the hep-queue (hq) pull-based task distribution system for deployment at coffea-casa. The project adds TLS, lightweight worker telemetry, per-task software environments, and characterized failure handling, then validates the system at scale on an AGC-style ttbar workload.
